How can i sell a player on negotation ?

why cant you make offers for all players and only those who are close to getting a new star? seems messed up _:_S

You can make offers for all players from 3 to 5 stars, but only those close to 6* appear on your negotiations list.

but are you forced to sell the players on the negotiation lists? can't you say no?

You can say no, but I can understand that for some managers, it gets annoying always having to close notifications for offers, and reject offers just to assign points.
