According to an article I read the other day, if you answer that you don't know them the account is then flagged three flags or something like that and the A/C is closed/suspended.
The way FB links everyone and everybody this could cause a lot of problems for some.
The suggestion in the article was to ignore the pop up and keep ignoring it.

Once the accounts get flagged, you need to prove to facebook of thats it is a authentic account and also get reminded of the ToS.
