Because often you don't have any good scout at the beginning of a season (there is too much competition)
I just buy a couple of scouts per season so I need good ones.

After having bought them, I did't sign a contract (I already had 22 players) untile the starting of the new season

He means that right after the season update a lot of players buy the good scout players, especially when your at the top of the server.
I have a team where an hour after the update there are only +25 year old, low quality scouts remaining on the list. The 22-24 year olds close to 7 stars are gone immediately.

Besides if you tank, the scout players you buy before the season ends have a little more time to train and they don't lose stars.

moreover, auction are deserts. you can find just few players, very old and with quality ending in 5 or 0

last, it's impossible to buy on transfer market because all managers are of my same level (of course no one is going to sell a 1-skill-to-scout player
