According to the damn admin., they have told me that the max out in cash is 2.14B. I got to 2.15B like 3-4 times, so far I lost at least over 300M from sell expensive players and promotion prize, etc. This season, I should get to the max limit again but I didn't allow it to happen. I try to use the cash to renew the contracts, just don't want to waste those cash.

May be the rule has changed. Thank you for the head up, I will let you guys know in the next few days if this thread still alive. I think I won't get any higher because I am still using old version, but will see.
