There is a cap, of values and wages. When you start the diferance can be x20 in the values or more but winning levels diferance is reduced, because time ago (well last season and before) teams had a limit in the budget of2.43B or so, so near level 20 aprox. there was a limit in wages and values.
So there's a control in the wages and values despite now the limit of budget was removed.... he only problem is that in high levels is difficult to keep the team, teams have to play lots of friendlies and all is difficult coz no lots of players...
