I think that the 15 player rule applies that, if you try to sell a player and it will only leave you with 14 players, then the game will not allow you to sell. But, if you are always in negative bank balance, then T11 will sell a player to get the balance positive again, regardless of how many players you have. So many abandoned teams will run on less than 15 players.

with 15 players, you can sell 1 player. only when you have less than 15 you can't
in the beginning of season if you have less than 14 player (contract ended player and retired last season not include in ) they will give you player from 32-34 yo and 2* or 3* low end to fill 14 legal player. You can't sell these player. but for an abandoned team it can be the case when the account are negative.
When you have less than 14 player, it seems like young player 2* will automatically signed
