23 is the level of the manager, not the club, the club probably is in a league of +1-2 levels more than you.
Divide in 2: Level of Club/Level of Manager
Edited: yea I see he's level 15 so +1. Very fair, in my cup I face usually +4 levels.

He is a level 23 manager with a level 15 team. How is this NOT fair? I regularly have to play against teams that are 1-2 levels above me. Pay no attention to the level of the manager as it is irrelevant.Originally Posted by Paddy Johnson

Yes like already said, your opponent is just one level above, this is totally normal.
If his team was at manager level the skill of the team would be at least 115+
from your own screendump
