Penalties either way, is the worst SA's ever IMO

Just in case the penalty special ability does do something positive, the one-on-one ability should cover penalties as penalties are one-on-one situations. So, the special ability for penalties has even less value than the one-on one ability. The one-on-one ability can be said to be a two-in-one ability. But still, it all depends on how they programmed it.
