Only if they are 5*+ at L4 because L3's can't bid on your 4* players because they can't use negotiations... I get loads of unwanted offers... Just had an offer for Zidane... Me thinks no.

I'd recommend that as a complete minimum to be competitive across all competitions, 4* is okay at your level.
