I thought initally it was the same as my manager's level, like 7 = 7 like me.

That could be a glitch. Or maybe he was level 13 before and when he took over a new club his pic level didn't change?
He reached level 13 with its initial club and for some reason he wanted to take on a new bottom club to its current level.

1- Level as manager, the higher level you reach with a club in all history as manager.
2- Actual Club level.
