I'm in a similar position. I'm on Level 27, I last won the League about 8 seasons ago but can barely qualify for CL these days. Out of the Cup in the first round every season since I won my one and only Cup 8 seasons ago. ST can't hit a barn door (my AMC league top scorer last 2 seasons). Players I train to Scouts suddenly lose form, 9 rating one day, 6 the next. Inconsistent results, beat top of the league away one day, lose to second bottom at home next day. Despite my 10 shots on target = 0 goals, opposition 3 shots on target = 2 goals. Special abilities a waste of time as my FK Specialists seem to hit nearer the corner flag than the goal.
But I just cannot walk away although it's not so hard these days to just log off and leave it for a while.
