Your 3 players have 3 red arrows,then according to formula

Attacking rate(y)=2n-1
y=5-1 or y=4

Note:If you have no arrows then attacking rate is -1.as n is 0
Hence this condition is balanced.

apparently. it also doesnt take into account your opponents formation.
