I agree it is a strategy, but some have abused of this. Also, when abused, teams from the lower levels get penalised.
The same applies to tanking, and this one can affect other users in the league. Not all users choose to tank from the first day. Some play seriously for 1-2 weeks and then decide to tank, hence affecting some teams in the league.
