    does that also mean when recruiting new members, the best is the new members quality is close to the existing members, there no point if the new member is 120% if old members are 80% quality?

    Not necessarily, it depends largely upon whether or not the overpowering team (relative to the others) is loaning out players. What's more important than quality of the teams is that their managers are skilled and active.

    Managers that are active are a dime a dozen; but ones that are skilled and active can be hard to find.
