Am I the only one who only sees maximum 4 star players in the transfer list? Where are all the fresh players from Nordgen?

I have the exact same thing on level 17. I was about to sell some older high 5 star players, but I can't do that when I'm unable to buy new ones.

I also noticed that the 3-hourly 6% rest is not applied. I've missed 4x 6% already.
