Indeed, as the others explained, you'll receive Recommendations four times a season.
But it depends on when the system will decide to provide them to ya.

Last 3 seasons I got my recommendations in the first couple of weeks, on my 2nd account. But I've been neglecting that squad a lot and really could have done with some new blood.
Usually though, recommendations come on a semi-regular basis for me. One per week if memory serves me right. :9
