From 30 bags, the limit decreased (again) to 25... when will this stop?

I was able to get 30 bags every day till yesterday.
Today, in the morning I got only 13...after that "No video offers available currently".
Hopefully, they will be back later in the day.

In the last 2-3 days I even failed to get more than 10. Sad
