Yep these are done via special key-combinations (On PC at least). Just like Niko I'd suggest against using these as it may cause unforeseen issues, as some symbols aren't actually supported. Don't think there'd be any problem with special letters though, as they are basically the same as if you'd be using a supported non-english keyboard. Letters such as ù, û, ì, ó, etc.
