    why negotiations must be at the level of 4 levels so much time and when that time comes he finally pass the time and then lost his desire to play top eleven

    Because is a nice tool and you need to unlock-it like on other games, is not something what you can get from that start, and is not fair for the rest who didn't got this chance for long times, even years.
