Why should we even bother selecting Penalty Takers???

My team just played a penalty-shoot out. I had an 3 penalty takers set in priority before the match started; consider them as A, B and C. Player B was substituted during the match. I added more players during the 30s penalty shooter selection thing. Player A took the first penalty, player C took the second and the penalty takers that followed did not went according to the list at all. So, clearly there is something wrong with the penalty shooter selection itself.
