Do you know, does this mean it's over now? Or is there still the chance, Costa signs a new contract?

I also had a legend like him and if I remember well, that was the period I got the message for earning one more year.
If you didn't get it, I think it's over.

If he retires... without a single one-years contract... it's really annyoing. He has good quality, is a legend, earns a lot of money,... and that's it? 33 y.o.? that's kind of amazing BS.
I know... he will retire... maybe if he is dead. I also have a punsh of good player (nearly every weekend, I loan my top offensive player and my team still wins), BUT he was/is the only reason to keep playing this kind of ****, what Nordeus calls a football-manager-game.
If Nordeus take Costa that early, it's another reason to quit, they proof one more, it's all about money - I should spend money to get another player like him.

How many rests did you have to spend every season to maintain Costa at 152% at such an old age?

Take a look at club museum and take a look on my season reports -> Costa made ~30 MoM-titles every season -> 120% on skills without any training.

At his early days, I used 50-100packs every season start to give him a push, but since the age of 29, only normal training + MoM.
