Sounds to me that you need to manipulate the draw by reducing your team quality at the end of each season. I got into +1 level cup and champions league for about 8 seasons in a row until I started doing this. I even got into a -1 level champions league last season by reducing my team quality from 116% to 92% after my last game of the season prior to that.
