remove managerless teams

okay but 4 months is too long,the developers really need to do something about the league
fortunately in other tournament like cup ,CL and asso people are active but almost 75% teams of league are inactive
maybe devs can put the active teams of the same level in one league,that would be also good

'till a couple of months ago, league draws (excepting some of the first levels) were done on teams quality, i.e. if you have 90% at start of season you happen with at least 7-8 teams with 90% avg quality at start of the season

Draw has been slightly tweaked lately, and you are usually drawn with 5-6 (active) teams with around the same quality of yours.

but i think this draw should be done on activity of the mangers first and after that the team % should be considered,
