NORTH KOREA 0-0 (3-4pk) SPAIN - I had to read well the starting post of the IVth edition to find the formula to undo this draw:
Where theres a line that say;
The one who guess correctly who wins, draw or loses in more matches, wins the round...
The next rule would be related to the differance of goals in all the lines, and would give advantage to the one that catched a line without overcome the total amount of goals, but don't need to be applied.
So Spain said that Liverpool will win in the 3 options, too we could count that in the last line is written that City will score 2 goals and Liverpool 3 (despite is not a rule) so, basically Ive to give the round to SPAIN.

NIGERIA 3-1 TURKEY -NIGERIA wins the round as both guessed Liverpool's 0-3 but Turkey in 3rd attempt and Nigeria in 1st.
