Ok now I have to count here, then program the next round;

Gonna give;
10 points, per score guessed
10 points, for all those who go to the 2nd round (in the 3 attacks) -not given if there's 1 winner in 1st round-
5 point if someone catch the 50% of a score
1 point if guessed the win-draw-lost as it is in the real match
75 points -and will be for one Emperor only, discarding using the 5 criterias if needed- if a country is conquered.

CRITERIA 1
-guess a score inside the 4 options

If nobody have a score guessed, will be used the similar scores, that keep 1 amount of goals correct (local or visitant)+ the amount of goals scored by the other team with +1 goal + or - .(ex. and will be applied here: 0-4 = 0-3 and 0-5 valid) so the most close options and in favour of the winner team.

If for some reason we don't have equal scores, or similar ones, we will the use " only the 1st and 2nd scores" that will have a (+1/+2 AVERAGE. for next round to undo the draws), and we will see how many teams have at least "1 number in the score correctly" (ex. final score 0-2, so 0-0, 0-4, 1-2 2-2, 4-2 (so, without be close with the original amount) will be valid to:
-proclame a winner if only one Emperor has guessed here 1 amount of goals,
-choose who will go to a 2nd round "if there are more players involved".

If with the last rule that uses the line 1 and 2 is not enough I will check the 3rd line, if there's nobody the 4th.

If with these criterias is not enough to, proclaim a winner or choose some Emperors for a 2nd round;
-Only the 1st line will be checked and the results with the same sum of goals as the real score, will decide who wins if there's only 1 Emperor who catched the amount of goals or who goes to a 2nd round if there are more participants.
If with the 1st line is not enough to have at least 1 winner, then the same process will be done, only with the 2nd line, if needed with the 3rd too all alone, or the 4th.
