Weird formation.

Okay I'm playing a guy tomorrow who is set up a strange formation like this on Level 2.
He has a decent team. but has all his players on one side and out of position.
Okay he may change it before kickoff and be trying to pull a fast one on me to play a weakened team and change it at the start of the game or is this what you call tanking and trying to lose?
My question is:
Is he what you call Tanking in the game?
Or is he trying some hack out? as he's never played this formation and i've never played anyone like this before
he lays 9th in the league with 2 wins 2 draws 3 losses.

he just want to lose and stay in the same devision (level 2), i do the same now
