I think that it can be like this if no more teams join:
East League and North League (4 players each) - firt 2 pass automatically and the 3rd will "STAND BY"
South-West League (5 players) - firt 3 will pass automatically an the 4th will "STAND BY"

I mean by "STAND BY" like a micro-league with 2 days when the first one will pass.

In normal games the valid result will be after the first 90 min.

If there were an important (not on first 2 places, for example) tie there will be an extra game that will decide (but only if they are TOTALLY on tie).
