WTH! Am I missing something about negotiations?

The negotiations are useless. I rather buy a scout then a 5* player.

You need 7-9 stars team to kill bot robot teams in 1-st seasons ....your choice.I have young squad where all train fast and meet few time scouts teams till now i always win.

I've brought on he transfer market and from the Scout list, but how do I negotiate for a player (I'm currently on Level 2)

You can only negotiate once you get to Level 4.

Ask again in lvl 4 if you are still here .Also you can look in forum,have many questions about negolation and many good answers(some from me ).
