Is there a way you can 'play the system' as such by either waiting, planning and upgrading the final part of the youth facility so you an get them when you want?

For example, if you want them at the beginning of a season, you begin to build on the 14th day of the season, wait the usual three days for it to be completed, it finishes on the 17th day of the season and then you wait the 12 days for the youth to come through. That will at least get you 2 youth players at the beginning of a season now and then.

yes..do what you just described. Make sure you aren't building anything on the 14th day. And if you have youth in training already, let them disappear and start building. The days till they are available will reset to zero (from the game help: " If you upgrade the youth facility, young players generation is stopped, and once the upgrade is finished, it will start from scratch.").
