yes they count.
We had an official announcement about that.
The only questionable is about those given 3* veterans when you have less than 14 players with contract.
If they count in best 14.

another question, if I don't either renew contract or sell my out of contract players, will they automatically be gone when season starts or do you get a few days to renew so you aren't losing a year of their renewal

Yes it is and especially at higher levels it's very common.

You have 7 days to renew their contracts.

that's good to know, I've always renewed end of season if I want them or sold them before they lose the value that comes with being a year older suddenly
