starling is right... at lower levels you can barely afford a good player (18 yo, SA), when you're higher level you've got some billions which can buy 2 or 3 entire teams (let's say you got 8 billions and one player costs 127 millions - this means 62 players)...so money is an issue at low levels.
It's not very fair but ok
veterans of the game must have some advantage somewhere

Its a perfectly fair system based on % and price relevant to level.
So the point of your question is?

How many young (18 years)players you buy with 12M, level 3?
