New Competition Idea -- Penalty Kicks

Means who wins in the usual penalty kicks system wins rewards and go next stage! (means the usual 5 vs 5, after that Russian roulette) Three or four stages , then determine which team is best penalty takers team.

This means the teams with the penalty kick specialists and/or shotstop goalkeeping specialists have slight advantage

It has been proven in last World Cup that there is a science in penalty kicks which makes some countries much better than others, eg technique and practice and also goalkeeper pretending to dive left and then dive right. So not true it's a roll dice thingy. Far from it.

We 're talking about the TE penalties, not in real football.
But even in real football, there isn't such a competition.

In TE penalties, it's even further away from roll of dice situation. Imagine a group of seven star players with penalty and shot stop specialists against three star players with no special skills, the seven star team will likely has an advantage. But beauty of penalties is this advantage is less significant than in open matches, which makes the penalty match-up all the more exciting.

To conclude, the roll of dice element is not there completely, but sufficiently present to make it such that the stronger team may still lose to the weaker team.
