Not enough players

Can someone tell me how on earth is this possible. I had a league match today, which I won 3-0, because the opponent didn't have enough eligible players. He is tanking so it is obvious that he wanted to lose, but how did he not have enough eligible players, when he have a full 28 players in his squad. No red cards, no injuries, nothing. Clearly a new way (for me) to cheat the game, so I want to know about it

This is because some of his team players had less than 10% condition
