does anybody know if shooting or finishing is more important for penalty takers that are not penalty specialists?
PK specialists are very useless...
I put my GK as penalty taker and he convert the spot all the time...

I agree with above. Besides, I bias to use strikers. Furthermore, as I remember, someone suggested not to use free kick specialist to take penalty.
I take all above for reference for assigning penalty specialist. I may lower a player in penalty list if a players is in exceptional bad form, or consistently failed in taking penalty.
Best player to take penalty are consistent performers. Anyone who takes a 6 form or below have high chance missing penalty regardless of skill or SA.
In real life some prolific strikers are horrible at taking penalties.
Jackson Martinez is a huge example.
IRL freekick and penalty kicks are mainly about physical strength, just having a heavier body and foot have a huge advantage.
Meaning small and agile strikers are unsuitable by default. Training may close the gap but more often it don't.
