10 stars have never been a problem to me. My legend, Bakin Bature, have been on 10 stars for 3 seasons straight - and I'm never tanked. He is 31yrs now and 4% short of 9 stars.

160% is 9 stars while 180% is 10 stars

Not that difficult at all, i took a 19 year old player from 80% to 160% spending abou 850 rest packs, a number you can earn in one season

Skill cap means, they limited one possibly improvable skill to 350 which entailed the escalation of the need of the green usage hence you need to improve other skills within the attack and defence categories which increase harder as you have to use many easy and very easy skills.

It's only possible with the rewards from league top scorer, not training.
