Negotiations only allowed last week of season??!!

This has been argued many times. It used to be the whole season but as usual it gets abused and things are changed for the worse in this case.
I think it would be good to have negotiations in days 1-3 then days 15-17 of the season.

It is if you only do the negotiations at the end of the season you would lose stars and tiken would be better the first week
