Attendance vs seats - not balancing?

My stadium has 3000 seats at this writing.
But when I play home games, it appears my maximum crowd size is 800.
What am I missing here?

You are missing the attendance limit per level factor.

because the levels and cost to upgrade, has changed, but you can understand a bit how it works basically understanding that each level have a max. of attendance based on this table
