I know there's a max crowd limit per each level, so there probably are lower-end requirements as well. If you're on a really high level it's quite possible that you need more than 13k in attendance to get the 5% bonus. Otherwise, many people would just play at their level 1 stadiums and always get the maximum bonus - you've probably tried to apply a "cheat" similar to this, no?
