I am at 107% at level 12. My league draw has me with 6 teams over 140% - all serious buyers! How am I to compete? This season is over already! My association will also suffer as my multiplier will be down next year.
Make the game fair and put teams in equal Leagues!
It's the easiest computer programme to write! Sort all the teams from each level in % order group top to bottom. Put the top 14 in the league1, the next 14 in league 2 and keep going until you reach the bottom!
That way every team is in a league with teams of very similar %.
Why put big buyers in with smaller teams?

Nordeus already answered this question. The reason is to make the game competitive.
Now competitive for Nordeus means that you have to upgrade your team to the level that your opponents are.It's simple really.
No system will ever be perfect, most things beeing said here are already done, then managers who invest both time or/and money usually will get the advantage, but the game restricts that advantage to make the game fair, eventualy you'll get a dificult league but its millions of teams, and only a couple of the usual complainers...
Of the other 14 teams in my league, 2 are abandoned and 10 have paid for the special sponsor to have Mourinho support!
