Are ticket prices irrelevant? and question about stadium capicity

I am asking this because i have noticed right now i played a home game and my capicity was 19k out of 19k (ticket price set at 7) however when the match finishes it comes up as ticket income 19k

So do ticket prices actually do or mean anything?

Also with stadium does it only increase with each level you are?.

For example i am level 5 and according yo my club section it says i have a capacity of 31k but when i play games its only out of 19k so does it just go up ever level instead of how much you build?

Yes, price ticket will ultimately decide how much money you receive after each home game.

No, you can increase your stadium ahead of your current level in-game but you also have to upgrade the facilities in order to do that.

There are 2 possible outcomes in this case, you either set your ticket prices to expensive or you developed your stadium ahead of your level.
As I said above, you can develop your stadium faster but ultimately if you do not sufficient fans you won't be able to fill it.
