I wouldn’t say “noticeable”, may be “minor”. In top 100 associations there are too many teams with 1* defenders.

You are right. This update doesn't seem to have been implemented in association matches. But in official competitions' games, the impact is really noticeable.

Hm, this is interesting, mаybe you are right because minutes ago in Cup tournament I won easy against 1* defenders team close to my quality. So as always developers did 50% of job
