I'm using for 3 weeks and not banned yet. I used to buy some tokens too.It might not be illegal as they pay rewards for downloading and running apps. I think that doesn't matter where you live. They can ban if you get offers using fake addresses for quotes or something like this.

As they warn in some offers. That tokens can be revoked for canceling an purchase or a reservation. And there is a warn that you can be banned for fraud if you use fake informations.
Am I wrong? Someone could tell me if its illegal use VPN connections on Tapjoy.
