Assigning/Saving Skill Points

You are correct in your assumption that assigning the skill points will affect the rate at which he will gain further points.
The higher level of skill a player goes, the less he will amass skill points for training/playing match's etc.

||Some people on here collect skill points all season without assigning them because of this, then assign them all In one go at the beginning of the new season.

Not true & people who do this are just trying to get a better chance at the Cup.
