you have to buy the amount of tokens before you can send official items. like lets say you wanted to send an official item that cost 200 tokens to a friend, youll have to buy 200 tokens first. not sure if its a one time payment or you have to buy more tokens if you want to send some more gifts though

Yes, you need to have purchased the vaue of the official kit (licensing issues I'm guessing), as well you need to make sure it isn't selected for use on your team (in storage) before it will let you send anything.

should after you buy, you instantly send to your friends ..
