I wonder who and how figured out that top 14 players of the team counts for Cup draw , or it was dev's answer ?

No idea although there was much discussion about it in the early days....before my time. Also add a bit of logic (OK, yeah, I know, its T11 but still) - 14 is the minimum squad size.

PS. I did some Q manipulation on my team this season with 2x2* and 3x3* and its looking good. Unfortunately because my league went to the wire I had to sack a few to make space.
