what is the best tactic/order for this formation? and why?

I like a 4 4 2. Need four defenders for number of offensive personal. I like 4 midfielders to control the middle of the pitch because it seems that formation is defensive. Depending on players rating but I might attack the outside.

the best tactic is to play vs an opponent two stars weaker.
