Reward Videos - only on cellular networks?

I noticed much more than once that the app on iOS finds reward videos to watch for free rests etc only if I turn Wi-Fi off. Turn wifi off in Settings, switch back to the game, and the button is already lit. There's no filtering of ads or anything on the router. Did anybody notice? Any explanation?

By the way, I already forgot when I last time saw an available reward video on Facebook platform.
