I agree, but I think its important to make a distinction between (i) how your team actually plays on the field, and (ii) what your orders are. My experience is that its the former that matter the most.
Like for example, if you play offensive, high pressure, against a team that has 30-40% on you, you will get plenty of opportunities to counter attack too. Like I am at around 115% and I can face teams around 25-30% in league and CL, even if I play defensive, low pressure and counter-attack, I will not get that many good counter attacks since I have the ball 80% of the time. Which makes sense.
For me Counter Attacks comes down to a pretty binary decision. Against some oppositions you seem to give up a lot more than you create with them, against others its the opposite. I have had a pretty hard time to figure them out, but in some games its obvious that you get a certain type fast attacks you don't get without them, and in others you get a lot of those turn-overs that are pretty risky. But in the end, the decision is about noting if Counter Attacks will give me more chances or lead to more turnovers.
