This is a strange topic.
Players only gain skill via condition loss, so you know ultimately these players have taken time and rest packs to develop. I would guess this manager has increased physical drills more rapidly than other drills and uses those heavily for training. I often see transfer market players with very high speed and passing, both of those are in the pass-go-shoot drill, which can be maxed out early.
I think he's just spending tokens and using a small selection of drills. Edit: sprint or slalom drills both hit speed, dribbling, fitness. In any case, there are drills to balance like this. Find where the under developed parts are and try to exploit those. Fast attackers with low positioning = try offside trap. Good defense but slow with poor passing= try high pressure. Nobody knows these game mechanics, which allows you to experiment to win
