What I dont understand is, why dont genuine teams who play fair and hard get a chance at these teams in the association draw. If there are 2 associations in same division, one a 5 star and 1 a 7...

There are two categories. One is teams that are tanking (don't promote so they keep their stars and a high quality) The other is teams who have a low quality (4*-5*) players and keep them that way...
